The Northern Film Bureau was founded by James Hoghaug in the latter half of 2020 pandemic with one mission in mind.

Since then, James Hoghaug has contacted other members of his school, Minneapolis College of Art and Design, to come together to help achieve the goal.

It's no coincidence that Minnesota was once titled the "Paris of America" for the vast amount of arts. Now, in 2021, various studios have refrained from filming in Minnesota and the north altogether in favor of Canada.
